Barbara English, founder and President of English Solutions is an expert in the government acquisition arena. She is a proven executive leader in contracting, government procurement policy, and federal small business programs. Her savvy is without parallel as she has over 36 years of experience in awarding government contracts.
Barbara started her career as a contract specialist in 1975 and ascended through the ranks on the fast track to become the Defense Contract Management Agency’s Director, Small Business Programs. Prior to her retirement in 2007 she had the distinction of having unlimited contract signing authority. She was responsible for facilitating, monitoring, and providing insight into activities aimed at increasing the participation of small business concerns.
Barbara graduated from Virginia Commonwealth University in 1980, with a B.S. degree in Business Administration. She matriculated to prestigious George Washington University to earn her M.B.A with a concentration in Procurement and Contracting in 1983.
Barbara’s current affiliations include being the Vice-President, NCMA Jacksonville Chapter; Board Member of Women in Public Policy (WIPP); and the Jacksonville Chamber of Commerce Board of Trustees.
Barbara is happily married, with one adorable daughter. She is following her dreams living in Jacksonville, Florida where she is actively involved with her church and local community outreach.
